It found that London topped the regional list, with learner drivers spending £8.6million on driving tests since 2019. This is five percent of the national total.
In 2019, more than £100million was spent on tests, with a further £49million being spent in 2020, despite much of the year being disrupted by the pandemic and restrictions.
The study, conducted by car finance experts, Zuto, analysed Government data to find out which British areas were spending the most for a driver’s licence.
This comes after national lockdowns caused 450,000 tests to be cancelled.
As a result, driving test spaces for 2021 are in short supply, despite the high demand.
Scotland spent almost £3.5million on driving tests, with the West Midlands and Greater Manchester following in third and fourth.
West Midlands residents had the lowest pass rates in 2020, 13 percent lower than the national average.
This was shortly followed by Cornwall with 43 percent, London on 44 percent, West Yorkshire at 45 percent and Devon with just a 46 percent first-time pass rate.
The national pass rate for last year was around 53 percent.

Lucy Sherliker, Head of Customer at Zuto, commented on the study’s findings.
She said: “As lockdown lifts and learners start to take their tests, we wanted to find out which regions were spending the most and the least on trying to pass their driving tests.
“We know learning during a pandemic and having tests delayed has been incredibly stressful, so we hope this information will help.”
North Devon spent the least on driving tests in 2020, with just £86,242.
